Modernising Digital Services Through Cloud and DevOps Transformation

Modernising Digital Services Through Cloud and DevOps Transformation

The Opportunity

RedRock partnered with a UK government agency to modernise its digital services and improve how they were built, hosted and supported.

The organisation was operating more than ten business-critical digital services on legacy hosting platforms. These environments were expensive to maintain, slow to change, and difficult to scale, limiting the organisation’s ability to release updates quickly and reliably. There was also a need to establish consistent engineering and DevOps standards across a mix of internal teams and third-party suppliers.

The objective was clear: move services onto a modern cloud platform, reduce operational overhead, improve reliability, and enable faster, safer delivery of change.

Our Approach

RedRock supported a large-scale re-platforming programme, migrating digital services from legacy hosting environments into Microsoft Azure. Rather than a simple lift-and-shift, we helped redesign services to take advantage of cloud-native capabilities.

This included moving away from infrastructure-heavy setups towards managed platform services, reducing manual maintenance and embedding resilience by design. In parallel, we focused on establishing strong DevOps and engineering practices to ensure the organisation could sustainably operate and evolve its services over time.

Our Solution

RedRock engineers acted as trusted technical leads across multiple delivery teams, supporting both delivery and live service operations. We migrated applications from legacy cloud platforms into Azure, modernising them to use platform-as-a-service components and consolidating infrastructure to reduce cost and complexity.

Automated build and deployment pipelines were introduced to improve release speed and reliability, alongside shared DevOps, security and delivery standards applied consistently across teams. Clear service acceptance criteria were embedded to support continuous improvement, and RedRock also supported third-line support teams to ensure services were stable, observable and aligned with governance and assurance expectations.

Our DevOps specialists modernised the end-to-end delivery lifecycle by automating infrastructure through infrastructure-as-code, designing secure cloud environments with strong network controls, improving monitoring and incident response, and supporting both modern cloud services and legacy applications during the transition.

RedRock also delivered specialist initiatives, including secure proof-of-concept work for sensitive systems.

Outcomes and Impact

Through this programme, RedRock enabled the organisation to successfully migrate more than ten digital services to Azure, significantly reducing hosting and maintenance costs through platform consolidation. Service reliability and performance improved, delivery of change became faster and more predictable, and consistent DevOps and engineering standards were embedded across teams.

The organisation now has greater confidence in operating, scaling and evolving its digital services in the cloud.

Why This Matters

This case study demonstrates how public sector organisations can modernise digital services by combining cloud migration with strong DevOps practices. By focusing on automation, consistency and knowledge transfer, RedRock helped create a foundation for faster delivery, improved resilience and long-term sustainability.
