HM Land Registry (HMLR) is responsible for delivering mission-critical services that underpin the UK property market. As part of its wider digital transformation programme, HMLR needed to modernise legacy, paper- and PDF-based processes that were slow, error-prone and heavily reliant on manual caseworker intervention.
HMLR required a trusted technical delivery partner to work alongside internal teams and other suppliers to:
- Improve data quality and reduce rework
- Speed up application processing
- Deliver services in line with Government Digital Service (GDS) standards
- Build sustainable in-house capability to own and evolve services long term

Our Solution
Digital Registration Service (Discovery to Live)
One of the core programmes we supported was the Digital Registration Service (DRS). The existing process required conveyancers to submit applications using uploaded PDF forms. These varied widely in quality and format, leading to high error rates and significant manual correction by caseworkers.
What we delivered
- A fully digital, GDS-compliant service replacing PDF forms with structured online data capture
- Real-time validation and improved guidance for users
- End-to-end delivery from Discovery through Alpha, Beta and Live
Machine Learning–enabled PDF automation
While digitisation removed many PDFs, some unstructured documents still entered the process. To address this, RedRock implemented machine learning (ML) capability to automate PDF handling:
- ML models extract key information from unstructured PDFs
- Data is mapped into HMLR systems to pre-populate case information
- Confidence thresholds and human-in-the-loop review manage edge cases
- Full audit trails and management information support quality and improvement
This significantly reduced manual data entry and accelerated downstream decision-making.
Additional Services Delivered
Business Gateway Enhancements
RedRock supported enhancements across workflow, CRM integration and reporting platforms, helping HMLR modernise data aggregation and reduce operational risk. Work was delivered in phases using specialists matched to Discovery, Alpha and delivery needs.
